H2-AQM - An Optimal Active Queue Management Controller

This report introduces a novel AQM policy that uses an H2 optimal controller. The synthesis of the controller uses a non-rational approach, in which the stability and performance objectives of the system are completely expressed as Linear Matrix Inequalities (LMIs). The controller stabilizes the system under diverse network conditions.
